Kyiv: The International Olympic Committee can completely exclude Russian athletes from participating in the Olympics in Tokyo. The reason for such a decision could be the decision of the Moscow City Court, according to which bobsledder Alexandr Yuryevich Zubkov was restored to the status of Olympic champion in Russia. This was reported in the Olympic Committee of Russia.

As noted, the Olympic Committee of Russia (ROC) appealed the ruling of the Moscow City Court, which in the Russian Federation resumed President of the Bobsleigh Federation Alexandr Zubkov as an Olympic champion of the Sochi Games.

“The Olympic Committee of Russia, observing the legislation of the Russian Federation and the provisions of the IOC Olympic Charter in terms of ensuring the NOC recognition and application of the World Anti-Doping Code in its territory, on December 5, 2018 appealed the decision of the Moscow City Court, which, among other things, violates the conditions of the Convention on recognition and the enforcement of foreign arbitral awards (New York, 1958),  the ROC website revealed.

However, the position of the Russian side is that the decision on the appeal was made under pressure from the International Olympic Committee (IOC).

"ROC received an official message from the IOC with a request to assist and take the necessary legal measures to ensure the implementation of the decision of the Court of Arbitration for Sport (CAS) of April 23, 2018 in connection with the decision of the Moscow City Court of November 21, 2018", - the Russian sports department noted

It is worth noting that in the event of non-compliance with the provisions of the IOC Olympic Charter on the territory of the Russian Federationvery tough sanctions can be imposed, including the complete elimination of Russian athletes from participating in the 2020 Olympics, which will be held in Tokyo (both as part of the Russian Olympic team and under Russian flag).

Recall that in 2017, the Commission of the International Olympic Committee (IOC) lifted Alexander Zubkov for life from participation in the Olympic Games because of anti-doping rules violation. In addition, the IOC decided to deprive the bobsledder of two gold medals of the Winter Olympics in Sochi. Subsequently, the Sports Arbitration withdrew from Zubkov a lifelong elimination, canceling only the results of the 2014 Olympic Games. However, the Moscow City Court on November 21 resumed a bobsledder in the status of Olympic champion in the territory of the Russian Federation.
