The balance between the right of citizens to free movement and the order of control over mobilization resources will be respected - Defense Ministry

The balance between ensuring the right of citizens to free movement, as well as the order of control over the mobilization resource will be respected, said the speaker of the Ministry of Defense of Ukraine Oleksandr Motuzyanik, commenting on the information that the General Staff of the Armed Forces of Ukraine has developed a procedure for granting permission to leave the place of residence for military recruits during martial law.

 

"So far no panic, all information will be communicated. And, believe me, the appropriate balance between ensuring the right of citizens to free movement, as well as between the order of control over the mobilization resource will be observed," Motuzyanik said at a briefing at the Ukraine Media Center in Kyiv on Tuesday.

 

He explained that the process of improving the current regulatory framework is ongoing.

 

"Such a norm was already laid down in the law of Ukraine on general military duty and military service, which has been in force since 1992... Now within the framework of normalization of this process, the General Staff has worked out a corresponding list," the speaker said.

 

Motuzyanyk stressed that there is a war in the country, and the state must be aware of the available mobilization resource.

 

"The heads of the territorial centers of recruitment and social support in the field must also have information within their competence and know where our mobilization resource is, so they know how to act in case of additional events or situations when it is necessary to activate this process," he said.

 

According to him, the order will be polished in practice in the territorial centers of recruitment and social support. Motuzyanik added that as of now we are talking about conscripts, persons liable for military service and reservists.

 

"Such permits will be issued on the ground: from 30 days to 1 year. In addition, certain categories of citizens who regularly carry out such departures as part of their official duties, for work or due to life circumstances will be taken out," he said.
