Rada set a moratorium on raising gas and heating tariffs during the war

The Verkhovna Rada in the second reading and as a whole adopted the bill #7427, according to which gas and heat tariffs for Ukrainians will not increase during the war, said MP Alexei Goncharenko.

 

"The Rada has established a moratorium on increasing tariffs for natural gas distribution services, tariffs for thermal energy (its production, transportation and supply) and services for the supply of thermal energy and supply of hot water," Goncharenko said in Telegram, noting that "Naftogaz" will be given 264.3 billion UAH".

 

According to the MP, the price of natural gas for domestic consumers is not subject to an increase relative to the price applied in the relationship between the supplier and domestic consumers as of February 24, 2022.

 

It also establishes a temporary ban on the natural gas supplier to take any actions to force domestic consumers to pay arrears.

 

In order to compensate for the losses of gas market entities, it is proposed to:

 

increase state budget revenues and expenditures (total and special fund) by 264.3 billion UAH, i.e. it is planned to receive international grant aid in this amount and transfer it to Naftogaz for the purchase of gas

 

The following revenues shall be attributed to the special fund:

 

receipts from the payment of dividends accrued on the state-owned shares of Naftogaz of Ukraine according to the results of financial and economic activity in 2022 (64.4 billion UAH);

 

the advance payment of profit tax on the payment of these dividends (11.6 billion UAH)

 

proceeds from assistance programs of the EU, foreign governments, international organizations and donor agencies, provided for the purpose of financial support of measures aimed at settling relations in the natural gas market and heating during the martial law and subsequent reconstruction (188.3 billion UAH).

 

Collection of utility debts was banned during the war.
