President Volodymyr Zelenskiy responded to a petition requesting that the men be allowed to leave Ukraine. He stated that this will take place only after the end of the martial law.

Thus, electronic petition ¹22/140908-п with a request to lift restrictions on entry into Ukraine for men aged 18 to 60 without military experience has collected the required 25 thousand votes by the end of June.

 

The initiator stated that citizens should not fight, but "artistic, social, creative, technical and other professionals can fight on the information front". Also, in her opinion, such men can be useful abroad.

 

The head of state Volodymyr Zelenskiy said that due to the military aggression of the Russian Federation against Ukraine and in order to ensure the defense of the state in Ukraine on February 24, the military status was enforced.

 

Therefore, during the period of the legal regime of martial law, the constitutional rights and freedoms of individuals and citizens, including those provided for in Article 33 of the Constitution, may be interfered with.

 

"Renunciation of the mentioned restrictions is to be carried out after the completion of the legal regime of the military state of affairs," Zelenskiy responded to the petition.

 

He said that according to the Law of Ukraine "On the order of departure from and entry into Ukraine of citizens of Ukraine," the rules of crossing the state border, restrictions and categories of citizens who can make such crossing when military posture is introduced on the territory of Ukraine are set by the Cabinet of Ministers.

 

"That is why I appealed to the Prime Minister of Ukraine D. Shmigal for the resolution of the issues violated in the electronic petition", - added Zelenskiy.

 

It should be noted that under the terms of the military situation in Ukraine, men aged 18 to 60 years cannot legally leave the country. They are allowed to leave the country only for such reasons as not being in military service, having three minor children, stepchildren, taking care of persons with disabilities, etc.

 

We would like to remind you that on September 12, General Valeriy Zaluzhniy, Commander-in-Chief of the AFU, appealed to the Ministry of Defense to allow men who are not subject to mobilization under martial law to leave Ukraine. This category includes students.
