Joe Biden blamed Russia for the killing and destruction that followed the outbreak of hostilities.

"President Putin has chosen a deliberate war that will bring catastrophic loss of life and suffering. Russia alone is responsible for the death and destruction this attack will bring, and the United States and its allies and partners will respond in a unified and decisive manner. The world will hold Russia accountable," Joe Biden said in an official statement.

As the president noted, he intends to meet with representatives of the G7 in the morning of August 24.

"In the morning, I will meet with my G7 colleagues and then speak to the American people to announce the further consequences that the United States, our allies and partners will impose on Russia for this unnecessary act of aggression against Ukraine and global peace and security. We will also coordinate with our NATO allies to ensure a strong, cooperative response that will deter any aggression against the North Atlantic Alliance. Tonight, Jill and I pray for the brave and proud people of Ukraine," Biden writes.
