"Most likely, this war will end at the negotiating table. We are responsible for ensuring that Ukraine is as strong as possible and helping it to remain a sovereign and independent European nation," Stoltenberg said.
The best way to do this, he said, is to provide strong military and economic support and to promote tough sanctions against Russia.
He also added that there is no "all-out war" between NATO and Russia.
