Putin does not trust Russian generals and appoints two commanders per position - ISW

Colonel General Alexander Lapin, commander of the Central Military District, and Army General Sergey Suvorikin, commander of the Russian Air and Space Forces, were responsible for the storming of Lysychansk and the area west of it.
