Colonel General Alexander Lapin, commander of the Central Military District, and Army General Sergey Suvorikin, commander of the Russian Air and Space Forces, were responsible for the storming of Lysychansk and the area west of it.

The fact that two high-ranking Russian commanders led and were responsible for military operations near Lisichansk suggests that Russian President Vladimir Putin does not trust junior officers and wants to re-insure himself by appointing duplicate officers.

Also, the dual leadership of one operation may also speak to the high importance that Putin attached to the capture of Lysychansk and the Russian army's withdrawal to the borders of Luhansk Oblast.

As a reminder, on July 3, it became known that the Ukrainian military withdrew from Lysychansk, Luhansk Region. The Ukrainian Armed Forces withdrew from their positions in order to save the lives of their personnel.
