Russia should have warned about the transportation of prisoners to Il-76 Red Cross: did they ask for clarification

Ukraine's Commissioner for Human Rights Ombudsman Dmytro Lubinets told Radio Liberty that he had made an official request to the ICRC to find out whether Russia had warned about the transportation of prisoners of war by an Il-76 aircraft.

This is a legal point: whenever there is a transportation, transfer of prisoners of war, or change in their conditions of detention, they are obliged to inform the International Committee of the Red Cross. That's why I have officially applied, I want to get an answer from the ICRC whether Russia has informed that they will transport Ukrainian prisoners of war in one way or another on this day," Lubinets said.

At the same time, he doubts that the terrorist country really made a corresponding request.

"I am 99 percent convinced that they did not inform anyone, because they never do this, just as they violate other norms of the Geneva Convention," the ombudsman emphasized.
