Zelensky signs law on civilized lobbying: what will change

President of Ukraine Volodymyr Zelensky has signed a law on lobbying aimed at implementing the European Commission's recommendations on Ukraine's accession to the EU. This is reported in draft law No. 10337.


The law comes into force two months after the NACP's Transparency Register starts functioning, but no later than January 1, 2025.


The adopted law provides for the establishment of the Transparency Register, owned and administered by the National Agency on Corruption Prevention.


A person who intends to register as a lobbying and/or advocacy entity shall enter a clear list of information into the Register.


The Register shall contain information on lobbying contracts, sources of funding, clients and beneficiaries of lobbying and the lobbying entity.


It is determined that the information entered into it is public. Access to the Transparency Register is open and free of charge.


The revised draft law takes into account the proposals submitted by a coalition of civil society organizations, in particular, on advocacy. Advocacy is not lobbying, and this is stated in the draft law.
