Ruling party in Georgia wants to change the Constitution to fight "LGBT propaganda"

In Georgia, the Georgian Dream party has submitted proposals to amend the basic law to counteract "LGBT propaganda." The party's initiative includes amendments to the constitution and a proposal to adopt a constitutional law "On Family Values and Protection of Minors" that includes eight points. It should be noted that the draft law does not mention the term "LGBT".


According to the draft law, only "relationships similar to marriage, which involve the union of one genetic man and one genetic woman," are subject to regulation, and adoption or guardianship of minors "is allowed only to spouses or heterosexual persons who are married in accordance with Georgian law."


In addition, the draft law contains provisions that prohibit medical procedures for gender reassignment, and official documents should indicate only male or female gender "in accordance with genetic data." Decisions of state bodies or private individuals that "directly or indirectly restrict the use of concepts defined by sex" are declared invalid.


The proposals also prohibit "events aimed at promoting same-sex family or intimate relationships, incest, adoption or guardianship of minors by a same-sex couple or non-heterosexual person, medical interventions for gender reassignment," as well as the distribution of "works, programs and other materials" on these topics and their use in the educational process.


It should be noted that the ruling Georgian Dream party does not have a majority in parliament to amend the constitution, and the draft law is likely to be put to a vote after the parliamentary elections.


The party claims that the proposed changes do not restrict human rights, freedom of assembly and expression.
