"This is out of the question": the Kremlin rejected the possibility of resuming negotiations with Ukraine

The full-scale war "is not against Ukrainians, but against the Kyiv regime," Russian presidential spokesman Peskov said.

At the moment, the issue of resuming talks between Moscow and Kyiv on ending a full-scale war is not on the agenda. This was reported by Russian presidential spokesman Dmitry Peskov on Tuesday, July 12, RIA Novosti news agency reported.

Responding to a question from journalists as to whether Russian President Vladimir Putin had discussed with his Turkish counterpart Recep Tayyip Erdogan yesterday the issue of resuming negotiations with Ukraine, Peskov said, "No, this is not on the agenda right now."

At the same time, the Kremlin spokesman said that Russia's "special military operation" "is not against Ukrainians."

"(The war) is against the regime, and at the same time a very, very many Ukrainians do want to become citizens of the Russian Federation," Peskov said, adding that Putin's decree on simplified issuance of Russian citizenship to residents of Ukraine is "extremely important for a large number of people."

Recall that on Monday, July 11, Putin held telephone talks with Erdogan, during which the parties discussed the unblocking of Ukrainian ports to export grain to world markets. It is also known that the Turkish leader spoke with Ukrainian President Volodymyr Zelensky on the matter. In addition, Erdogan expressed his readiness to assist in stopping Russia's full-scale war against Ukraine.

On 15 June, Secretary of the Russian Security Council Nikolay Patrushev said that the Russian side was interested in "achieving political and diplomatic agreements as soon as possible", which could put an end to the hostilities in Ukraine.
