The heating season is at risk: local authorities said there is a shortage of "preferential" gas

The Association of Ukrainian Cities has called on Prime Minister Denis Shmygal to assist in adjusting the volume of gas to provide heating to household consumers and budget institutions. This is reported by the press service of the Association of cities of Ukraine (ASU).

 

"Thus, NJSC Naftogaz of Ukraine at its discretion determined the volume of natural gas to be supplied to heating enterprises under the Memorandum of Understanding program to resolve problematic issues in the supply of heat and hot water in the heating period 2021/2022, heat supply to domestic consumers and public institutions," - noted in ASU.

 

The ASU also stressed that, as predicted, in some periods of the heating season such volumes may be insufficient. Since the heating season in many settlements began much earlier than usual, the volume of gas provided by "Naftogaz" was insufficient.

 

"At the same time, Naftogaz of Ukraine refused to adjust the established volumes of consumption of natural gas. As a result, in October 2021 heating companies were forced to use natural gas at market prices of 25 UAH per 1 cubic meter and above to provide district heating and hot water to domestic consumers and public institutions, which is a violation of the Memorandum, "- added in ASU.

 

The Association of Cities explained that this way the heating companies can not adjust the tariffs for public services and incur losses. At the same time, neither heat supply enterprises nor local authorities have sources to compensate for such losses.

 

"To solve this problem, the Association of Ukrainian cities appealed to the Prime Minister of Ukraine D. Shmygal with a request to assist NJSC "Naftogaz of Ukraine" to recalculate the volume of natural gas for heating and hot water supply to household consumers and budget institutions," - summed up the ASU.

 

As a reminder, on September 30 the Cabinet of Ministers, Naftogaz of Ukraine and the Association of Ukrainian Cities signed a memorandum of understanding. According to the document, the heating tariffs during the new heating season will remain at the level of the previous year. The signed document says that the difference in gas tariffs will be covered by the mayors of Ukrainian cities from local budgets. For its part, the government is obliged to allocate additional funds to local budgets.
