The head of Ukraine's military intelligence, Kyrylo Budanov, said that if Russia does not completely collapse from within, it will threaten Ukraine with war with "regular frequency." He told this to the NV media outlet.

According to him, the maximum program for Ukraine is not only returning to the 1991 borders, but also the complete collapse of the Russian Federation, which, due to the size of its territory, can only happen from within. 

"But we must contribute to this process as much as possible with our thoughts, our weapons, our diplomacy, our intelligence. Under other circumstances, the morning of February 24, 2022 will be repeated with regular frequency for Ukraine," Budanov said.

He noted that in order to avoid a similar scenario in the future, when "dictators can threaten countries with destruction," it is necessary to build a new system of international security. 

"And while the first point - the preparation and signing of a new security agreement - will obviously be supported by the vast majority of countries, except for totalitarian or autocratic regimes, the second point - ensuring its implementation - is much more difficult to put into practice," the GUR chief said.

Budanov emphasized that this requires bringing Russia to justice for all crimes, forcing it to compensate for damages, as well as giving up nuclear weapons and placing nuclear energy under international control. 

"Implementation will also require the creation of international security forces on a permanent basis. And here, I believe, a special place should be defined for the Ukrainian military, which has gained invaluable military experience in resisting aggression," he summarized.
