Ukraine and Montenegro agreed on "transport visa-free": details

The Ministry of Development of Communities, Territories and Infrastructure of Ukraine has agreed with the Ministry of Transport and Maritime Affairs of Montenegro to liberalize all freight traffic between the two countries from June 1, 2024. This was reported by the press service of the Ministry of Infrastructure.

Liberalization of cargo transportation ("transport visa-free") is the possibility of transportation without the need for special permits.

"More than 10 years ago, the Agreement on Road Transportation between our countries was signed, and during this time, the trade turnover between Ukraine and Montenegro has increased sevenfold. This confirms that liberalization of freight transportation is relevant and will benefit both countries," commented Minister of Infrastructure Oleksandr Kubrakov.

In addition to freight transportation, Ukraine is working to develop regular and irregular bus services between the two countries, the minister added.

According to him, the first regular route from Kyiv to Budva is expected to open soon. Currently, the usual universal permits and permits for pendulum flights with the possibility of replacing a group of passengers by up to 10% are in effect.

The parties also discussed the possibility of non-participation passenger transportation by Ukrainian companies. The parties agreed that if the Montenegrin carrier refuses to operate the route, the Ukrainian company can operate the route independently.

As a reminder, Ukraine currently has a "transport visa-free regime" with 36 countries, including the European Union.
